Library Services and Technology Act (LSTA)
Secretary of State Robin Carnahan and State Librarian Margaret M. Conroy are pleased to offer Missouri libraries several opportunities to improve library service through the use of federal Library Services and Technology Act (LSTA) funds. These grants are based on priorities in the Missouri Five-Year State Plan 2008-2012.
A list of grant opportunities for the next round of grants is below. Please note application deadlines and project grant periods for the programs you are considering. Applications are welcome from public, academic, special, institutional and public school libraries in Missouri, although all grants are not available to all institutions. The LSTA Grant Application Schedule for the next year is attached so you can plan your grant application schedule. Please check individual grants posted and see the enclosed “Definitions” page to determine your library’s eligibility.
Libraries should be aware that accepting an LSTA grant may require compliance with the Federal Children’s Internet Protection Act (CIPA). CIPA compliance will depend on the specific use of the LSTA funds awarded. If CIPA compliance is required, a grant recipient must certify that it has a policy of Internet safety that includes the operation of a technology protection measure (filter) with respect to any of the recipient’s computers with Internet access. The nature of the certification depends upon the type of library making application.

Show Me Steps to Career Development Grants
Applications taken throughout the year
Show Me Steps to Career Development grants provide financial assistance for library staff to participate in continuing education and training opportunities when local funds cannot finance the entire cost. Eligible activities include: regional, state, and national workshops, pre-conferences, conferences, seminars or other development programs offered by professional associations or other appropriate public or non-profit entities, Web-based instructional courses, and technical or special training sessions offered by non-profit providers.
Applications may be submitted to the State Library at any time throughout the year, but must be received at least 6 weeks before the activity begins.

State Aid
Half of the state aid appropriation is distributed to qualifying public libraries as a per capita payment, and the rest is distributed in equalization payments to the most economically challenged libraries.

Athlete and Entertainer Tax Fund
The Non-Resident Professional Athletes and Entertainers Tax is a tax on the earnings of professional athletes and entertainers when playing or performing in the State of Missouri. It is collected by the State of Missouri and in the case of public libraries, is to be used to purchase books and other library materials.

Funds Transfer Payments to Missouri Public Libraries
These reports show payments to Missouri public libraries for state aid, and should help libraries check the status of payments made by funds transfer. The report contains the date of payment, purchase order number, library, and state aid amount.
