HISTORICAL AND BIOGRAPHICAL NOTES
Whenever a town or city in Missouri believes its population has substantially increased or decreased since the last federal census, its governing body may request the governor of Missouri to order a special census (Missouri Revised Statutes Section 71.160). The governor will then appoint a census taker or supervisor, who takes an oath office and then conducts the census, often with the help of several enumerators. After the completion of the census, the census taker or supervisor certifies the results to the secretary of state of Missouri (Missouri Revised Statutes Section 71.170). This population figure becomes the legal census for all purposes for that town or city.

Scope and Content
Special census enumeration files may include one or more of the following records: correspondence from the town asking for special census, often with a copy of the town ordinance or resolution to that effect; order from the governor for a special census; appointment by the governor of a census taker or supervisor; oath and/or commission of census taker or supervisor; and certificate of results of census. Occasionally a copy of the actual census is enclosed; these files are listed with an asterisk (*).
