HISTORICAL AND BIOGRAPHICAL NOTES

Tim Van Zandt was born September 17, 1963, in Lexington, Missouri. He attended Conception Seminary College and Rockhurst College before graduating from the University of Central Missouri in Warrensburg with a degree in accounting and political science.

Active in the Democratic Party in Kansas City, Mr. Van Zandt attended the Democratic State Convention in 1992 as a delegate and served on the Rules Committee at the Democratic National Convention in 1992. He was elected to the Missouri State House of Representatives in 1994 from the 38th District, representing part of Jackson County. Rep. Van Zandt was reelected in 1996, 1998, and 2000.

Mr. Van Zandt chaired the House Tobacco Settlement Committee and vice-chaired the House Urban Affairs Committee and the Ways and Means Committee. He was also appointed to the House Accounts, Operations, and Finance Committee; Appropriations—Health and Mental Health Committee; Budget Committee; Civil and Criminal Law Committee; Consumer Protection Committee; Joint Committee on Legislative Research; and the Local Government and Related Matters Committee.

Scope and Content

Although Joint Interim Committee on Tobacco comprises the bulk of the series, the collection also includes House Tobacco Settlement Committee records. The Joint Interim Committee on Tobacco was charged with determining the short- and long-term financial and constitutional consequences associated with the estimated $6.7 billion in tobacco settlement proceeds the state of Missouri was expected to receive as a result of the 1998 Settlement Agreement with the tobacco industry. Hearings were held in Jefferson City, Kansas City, and St. Louis. The Committee received input from experts within the financial community; from the health industry; the Missouri Department of Elementary and Secondary Education; and the Missouri Department of Health. Private organizations also corresponded with Mr. Zandt as to how the settlement money should be spent.

Supporting materials include correspondence, pamphlets, position papers, surveys, research memoranda, testimonies, two videocassettes on the dangers of smoking, and the final committee report. Of special interest is a children's book entitled "Smoking Stinks" written and published in Missouri.
