HISTORICAL AND BIOGRAPHICAL NOTES
Senator Bill I. Foster was born December 23, 1946. He obtained an associate degree in industrial management from the Milwaukee School on Engineering and attended the David Rankin Technical School. A resident of Poplar Bluff, Foster served as city councilman, as a member of the Planning and Zoning Committee, as mayor pro tem, and as mayor.
Elected to the Missouri State House of Representatives as a Republican in 1992, Foster served in that body until his election to the Missouri State Senate in 2000, representing the 25th District. Senator Foster chaired the Agriculture, Conservation, Parks, and Tourism Committee and the Education Committee. He also served as vice-chair for the Committee on Aging, Families, and Mental Health and for the Pensions and General Laws Committee. Senator Foster was also appointed to the Appropriations Committee; the Financial and Governmental Organizations, Veteran’s Affairs, and Elections Committee; the Senate Interim Committee to Improve Children’s Protective Services and Foster Care; the Senate Interim Committee on Funding Long Term Care for Senior Citizens; the Senate Interim Committee to Reform Elections and Campaign Finance; the Select Committee on Redistricting; and the Labor and Industrial Relations Committee.

This series contains committee records.
Senate Interim Committee to Improve Children’s Protective Services and Foster Care materials comprise the bulk of the collection. Pertaining to the investigation into the Division of Family Services ordered by Governor Bob Holden in 2002, supporting materials may include newspaper clippings, editorials, correspondence, electronic mail, reports, and testimonies presented at committee hearings. The committee materials also include testimonies and supporting documents that Senator Howard obtained as research from Senator Anita Yeckel and the Joint Interim Committee on After-School Programs. Committee hearings were held in Jefferson City, Kansas City, St. Louis, and in Springfield. The Foster Care hearing held at the University of Missouri-St. Louis was recorded on three compact discs. The number handwritten in the upper right corner of the witness forms refers to the order in which the individual was scheduled to testify.
Senator Foster also served on the Missouri Supreme Court Commission on Children’s Justice. Documents include letters of appointment, history, timelines, instructions, and handouts; electronic and paper correspondence; position papers, studies, and reports; copies of slide show presentations and workshop guides; meetings, agendas, membership lists, and minutes; research memoranda, key issues, and workgroup reports; summaries, recommendations, and the interim report.
Agriculture, Conservation, Parks, and Tourism Committee materials include proposed legislation pertaining to greater accountability for the Conservation Department; pesticide registration and increase the labeling fee; crop prices and sustaining family farms; the creation of an endowment fund for Arrow Rock State Park; preservation of the Walt Disney Studio in Kansas City; requirement of bonds or letters of credit to businesses engaged in tourist related services; alternative fuel and ethanol production; the selection of the Missouri Fox Trotter as the state horse; and retaining or eliminating specific sales taxes.
Proposed legislation heard before the Education Committee includes school district boundary changes; improving science education; removing University of Missouri minimum age attendance requirements; the addition of student voting members to the boards of public institutions; creation of a pre-kindergarten education program; the placement of special education students; reduction of snow make-up days; early childhood special education; creation of school system dietary plans; the transfer of funds between school districts; enabling the issuance of bonds by the state for local school districts; signing bonuses for teachers in rural schools; revision of charter school laws; the efficacy of summer school programs; provisions of the public school and non-teacher retirement system; repeal of the Academically Deficient Schools Program; and state education certification for teachers.
In 2001, Senator Howard was appointed to the Senate Interim Committee on Funding Long Term Care for Senior Citizens. Papers include correspondence and committee hearing testimonies; a state audit of the Nursing Home Medicaid Reimbursement Program; a copy of a slide show presentation updating the status of Missouri nursing homes from the1993 Nursing Home Task Force report; and the 2001 report of the Interim Committee on Nursing Home Care Giving. The folder labeled Interim Committee to Reform Elections and Campaign Finance contains only Senator Howard’s appointment letter.
