HISTORICAL AND BIOGRAPHICAL NOTES
Born in 1936 in Oak Ridge, Senator Howard graduated from Cape Girardeau High School and Southeast Missouri State University with a degree in agriculture and biology. Howard served in the United States Army in Korea and another16 years in the Missouri National Guard. He was first elected to the Missouri State House of Representatives as a Democrat from the 25th District in 1972, elected again in 1987 in a special election, and served as Missouri State Representative until 1990. Senator Howard was elected in a special election to the Missouri State Senate in 1990 and re-elected in 1992, serving the 25th District until 1999.
Senator Howard chaired the Committee on Aging, Families, and Mental Health and was vice chair of the Committee on Agriculture, Conservation, Parks, and Tourism. He was also appointed to the Appropriations Committee; the Elections, Pensions and Veteran Affairs Committee; the Financial and Governmental Organization Committee; the Insurance and Housing Committee; and the Judiciary Committee.

Scope and Content
Materials pertaining to the Joint Interim Committee on Aging and the Committee on Aging, Families and Mental Health comprise the bulk of this series. It also includes records compiled by Senator Howard pertaining to the Joint Committee on Aging; the Interim Mental Health Insurance Availability Committee; and the Joint Committee on Economic Development Policy and Planning.
The series includes requests for hearing dates, correspondence for and against legislation, committee minutes and transcripts, roll calls, actions taken, witness testimonies, legislative research, brochures, fact sheets, newsletters, explanatory memoranda, and speaking points. Senator Howard collected supporting materials pertaining to Alzheimer’s disease, autism, Medicaid, child care facilities, mental health insurance, substance abuse, long term care, nutrition for the elderly, and nursing homes. These materials may include brochures, fact sheets, journal articles, newspaper clippings, reports, statistics, letters of support, comparisons with other states, and questions provided by related organizations.
