HISTORICAL AND BIOGRAPHICAL NOTES

Born December 11, 1946, in Audrain County, John W. Cauthorn served as a Republican in the Missouri State Senate (2001-2007) from District 18. He attended Truman State University in Kirksville and served in the National Guard for six years.

Elected in 2001 in a special election, Senator Cauthorn was re-elected the following year. He chaired the Government Accountability and Fiscal Oversight Committee and also served on the Small Business, Insurance and Industrial Relations Committee; the Ways and Means Committee; and the Agriculture, Conservation, Parks and Natural Resources Committee.

In January of 2005, Cauthorn co-sponsored Senate Bill 10 which required the controlled access and tracking of certain cold and allergy medicines, key ingredients in the production of methamphetamine, and stiffened the penalties for those convicted in the production and distribution of the drug. Governor Matt Blunt signed the Combat Meth Act into law in June 2005.

Scope and Content

Incoming and outgoing constituent correspondence comprise the bulk of the series. Three legislative efforts generated the most response: budget reductions for mental health services and facilities affecting disabled citizens and sheltered workshops; budget reductions for Medicaid and other senior services; and proposed legislation capping the amount of interest payday loan establishments may charge their customers. Proponents and opponents created identical (robo) letters for bulk mailing campaigns. Senator Cauthorn’s staff created robo letters and mailing lists in response. In each instance, only a sample letter and response were retained.

Additional concerns expressed by constituents include offers of campaign assistance, congratulations, support for legislation, and thank you letters from children; abortion, human cloning, Planned Parenthood, and stem cell research; the constitutionality of allowing parochial and private school children to ride public school buses, funding for public education, and accountability for home schooling and testing; child support problems and funding for the Department of Family Services; animal care, abuse, and dog breeding; the rising cost of energy and the need for a comprehensive energy policy; Consumer Credit Protection Act and the legal limit of wage garnishment; and the state of Missouri’s roads, highways, and transportation system. Citizens also spoke out about prison and sentencing reform, the sale of public utilities, increases in property rates, and the unionization of state employees.
